Ministry of Commerce: Impose anti-dumping duties on phthalocyanine pigments imported from India
2月底，商务部发布对原产于印度的进口酞菁类颜料反倾销调查的最终裁定。调查机关最终认定，原产于印度的进口酞菁类颜料存在倾销，国内酞菁类颜料产业受到实质损害，而且倾销与实质损害之间存在因果关系。2月27日起，我国将对原产于印度的进口酞菁类颜料征收反倾销税，实施期限为5年。
At the end of February, the Ministry of Commerce issued the final ruling on the anti-dumping investigation of imported phthalocyanine pigments originating in India. The investigating authority finally found that the imported phthalocyanine pigments originating in India were dumped, and the domestic phthalocyanine pigment industry suffered substantial damage, and there was a causal relationship between dumping and material damage. From February 27, China will impose anti-dumping duties on imported phthalocyanine pigments originating in India for a period of five years.
根据商务部公告，自2023年2月27日起，进口经营者在进口原产于印度的酞菁类颜料时，应向中华人民共和国海关缴纳相应的反倾销税。进口环节增值税以海关审定的完税价格加上关税和反倾销税作为计税价格从价计征。
According to the announcement of the Ministry of Commerce, from February 27, 2023, when importing phthalocyanine pigments originating in India, import operators shall pay corresponding anti-dumping duties to the customs of the People's Republic of China. The import value-added tax shall be levied ad valorem at the dutiable price approved by the customs, plus customs duties and anti-dumping duties.
值得一提的是，此次终裁维持了初裁认定。对原产于印度的进口酞菁类颜料进行反倾销调查的申请最早由中国染料工业协会于2022年1月18日提起。同年10月31日，调查机关发布初裁决定，表示反倾销并不是为了限制被调查产品进口，而是为了消除倾销行为对国内产业造成的损害，维护公平竞争秩序。
